1950年代末,羅富國師範學院與葛量洪師範專科學校的學額追不上需求,政府乃於1960年開辦附屬於葛量洪師範專科學校的第三師範專科學校,校舍初期在老虎岩(今樂富)官立小學第四至第六層,學額達188名,令全日制受訓準教師增加至九百名。翌年脫離葛量洪師範專科學校成為一所獨立院校,並易名為柏立基師範專科學校。
In the late 1950s, the population of school-age children in Hong Kong continued to grow and the number of places provided by Grantham Training College and Northcote Training College could no longer keep up with the demand. Therefore, in 1960, the government opened the Third Training College, which was affiliated with Grantham Training College, initially housed on the fourth to sixth floors of the Lo Fu Ngam (now Lok Fu) Government Primary School, with a capacity of 188 school places, bringing the number of full-time teacher trainees to 900. In 1961, the Third Training College was renamed Sir Robert Black Training College.
