In 1950, N. G. Fisher, the Chief Education Officer in the United Kingdom, came to Hong Kong on a study tour and published a report in the following year that recommended the government to set up new teacher training colleges. In 1951, the government opened Grantham Training College to train primary school teachers to teach in Chinese, with a one-year “crash course”. The college initially held classes at King’s College. In 1953, the Rural Training College was merged into Grantham Training College and ceased operation in the following year.
