Education Ordinance 1913 (No. 26 of 1913)
After the establishment of the Republic of China, the number of local Chinese schools kept growing. Many of the remnants of the Qing dynasty who came to settle in Hong Kong were also involved in running and teaching at these schools. In 1913, the government promulgated the Education Ordinance to regulate all schools in Hong Kong and decided to set up full-time teacher-training schools to train local teachers.
The then Governor, Sir Reginald Edward Stubbs established the Vernacular Normal School for Men and the Vernacular Normal School for Women in 1920. Both schools focused on training teachers to teach in Chinese.
